Everyone has a mobile phone these days... hell, some of them are so complex and hi-tech that it's not 'just' a phone anymore. If your phone is so impressive and has so many features and can do just about anything... why can't you answer the phone when I call you?!??
I am bothered by a lot of things, but this extremely bothers me. If someone is calling you, answer the phone. Keep your phone on some sort of a setting that will allow you to hear/feel/see it when it is ringing. I know you have your phone on you. If you're in a meeting and can't take a call, that's fine - I get it. If I work with you, I can check your calendar and see if you're in a meeting first before I even attempt to call you.
If I just wanted to call to chat, I wouldn't call more than twice... I'd just call to leave a message and hope you could get back to me. If I call you more than twice, chances are I need something from you immediately. If I wanted to tell you something that it didn't matter when you got it, so long as you got it: well, that's what text messages or emails are for.
